Call of Duty Black Ops 2 may have mod tools but it depends if the team have the resources to do it. It's not only money but time too, Dan Suarez Activision Vice President states that mod tools is a difficult thing to do, and was on Black Ops 1 but after the release of the game.

Here we have Treyarch releasing the reveal trailer for Black Ops 2 effectively announcing the game was/is in development and will be coming to our consoles and PC's very soon, mostly in time with their other releases during the mid-late Autumn period.
The trailer sets about a new focus on warfare with us delving into the future, with upgraded weapons, aircraft, tanks and all other things like optics you'll be stepping into a completely different world than what you encountered in Black Ops 1.
Many of you did not buy Black Ops 1 or even MW3 for that matter, this game does look like a combination of BO1, Mass Effect 3 and Battlefield 3 but that can only make an even better game than what Treyarch achieved before, so give the trailer a watch and keep in tune with the updates that we'll be sending your way at CoDFiles and hopefully you'll be joining us in the future revolution of warfare that Black Ops 2 will bring!
I havent´s played MW2 and I will not. I played Black Ops and was dissapointed. As Spik3d said, they are not pc games anymore, with or without modding.
I allways say that the "Call of Duty trilogy" is CoD1/UO, CoD2 and CoD WaW. MW is not Call of Duty to me; in fact, it killed CoD.
So, I will play (when I have time) Red Orchestra 2 (I haven't bought it yet, but I will as soon as I can) and there's another nice WW2 FPS coming out in november; it's called Iron Front Liberation 1944 and allows you to play as Germans.
No offense, but I think I will have much better thing's to play. And off course the good old CoD games I said above.

red orchestra 2 is great.
and it has a single player campaign for both the russians and the wehrmacht.
ofc the ai is horible and your allies love to shadow you, and shoot over your head.
but at least tripwire tried to make the ai independent, and not rely on scripts and
and player clips. but the multiplayer is very good, think battlefield, but ww2 and with sadistic realism.

Call of Duty franchise died after Cod: world at war was released. I think that Cod 4 is the last game of the series for me. I know it's in modern theme but it still remains original

if blops, mw2 or 3 had mod support, all would be forgiven.
for me, the lack of being able to change weapons and skins, kills most if not all replay value for me.

So much speculation, so much hype, so much gossip, it all comes down to tomorrow. If you're sitting at home, waiting, waiting and waiting some more then you'll have to wait a little longer for the release of Modern Warfare 3 the latest in the Call of Duty series.
Check out the latest trailer trailer which in my opinion is rather silly but does produce a great image of what some players will be like when they first get their hands on the game, others (like myself of course!) will be the pro's from the start, enjoy:
Yeah, I agree. I'm satrting to get tired of console games. Poeple are excited about them and they forgett pc. And also, I don't like Modern Warfare, it killed CoD.
So, I'm not going to get Modern Warfare 3, that's for sure.
The game I'm waiting for this year is Red Orchestra 2: Heroes of Stalingrad (it will be released on August 30th). Also, some good mods for CoD2 will be released this year (Back to Fronts, 1936 España en Llamas), and there will be also a WW1 fps game that will be released about December, it will be called The Trench 1916, and it will be set during the battle of Verdun.
So, I will have much more interesting games to play (when university allows ) than Modern Warfare 3.

IGN had a chance to get to view Spec Ops mode for MW3 in E3 and they decided to do a write up of it so here's a little snippet of their review:

We have yet another DLC to Call of Duty Black Ops, it will be bringing us some new maps, it'll be hitting xbox360's on the 28th June, but no date has been given yet for PC and PS3 users.

So we've all been hoping for a CoD game since CoD4 to have dedicated servers, to allow us to control the games that we have. Dedicated servers provides the community with much more than just choosing of the maps, it allows us to show off our custom maps/skins and other utilities we make (if they of course give us mod tools) but it also allows for greater clan play and competitive match-ups. So here is what Robert Bowling had to say about dedicated servers and pc users:
Quote:That stuff comes a little later. I can’t confirm anything yet, but right now we’re having conversations about dedicated servers, mod tools and post launch support. I can’t give you an answer yet on what will be included. In Modern Warfare 3 we added IWnet, which was all about matchmaking–with the plan to eventually add in dedicated servers. My ideal philosophy on the PC is to have matchmaking for the ‘mass.’ Have matchmaking for the guys who just want to jump in, hit ‘play game’ and start playing. But let’s not lose that dedicated core audience that wants the dedicated server experience.
We’re looking at ways to on how to incorporate that into Modern Warfare 3. We’ve been listening a lot to our PC guys who have been very vocal since Modern Warfare 2 about what they want to see come back to our versions of the franchise. We’re having those discussions now. I don’t want to confirm, but we’re looking to support [dedicated servers] as much as possible.
In Modern Warfare 3, I’ve been trying to reach out to our PC guys. We had some of the [PC] guys come out to the studio a few weeks ago. We have them here. We brought them here so they can see the stuff we’re showing off. We’re putting a lot of focus there, to make sure that our PC community has all the bells and whistles. So, the guys that have the powerhouse machines, that they can crank it up and enjoy the game. It’s very important for us on the PC to make sure we have a solid min-spec base–so that the majority of our PC users can enjoy the game out-of-box, run it smooth, exactly how they expect. That’s very key for us. You’d be surprised how that can easily be overlooked. We’re making sure the PC is up and running from day one, and it’s running smooth on min-spec and beyond throughout the entire development process. As you get later on in the development cycle, you get to the point where you start focusing on PC-specific features. It’s the one platform out of Xbox 360, PS3 and PC that has specific things that go only into that version.

Hi all! This was already posted on May 29th at moddb but for those who didn't go there I decided to put it here too. Since then some time lasted and some small progress has been done.
We are experimenting with custom flag banner materials and flag xmodels.
"Flag banner materials" are those vertically hanging flags located on
SP or MP maps (swastikas). "Flag models" are those flags from MP
capture-the-flag gametype. They are a special type of static xmodel which
contain a special feature - waving material to simulate flag waving. We have
managed to (partly) understand the "waving" material. But the xmodel
is still secret to us. Hopefully we don't need this knowledge absolutely
necessary, present level enables us to work on it. But so far it is still only
testing to see if it will bring some positive feedback. According to this, we
are more closely cooperating with SP map maker taintxs
who is creating SP Stalingrad map.
Second news is that we are working with the Italian weapon models. Those (so
far) are Beretta 34 pistol, MAB-38 (Beretta Model 38) sub-machine gun,
Mannlicher-Carcano M1891 bolt-action rifle, Breda Model 30 machine gun. Their
models, sounds and textures are under development now.

There are some pretty good news. I have been recently experimenting with constraints in Maya and browsed several tutorials till I finally got it. I have found a way how to make, adjust and control the weapon's magazine using the player's hand. Simply said, you "stick" the magazine to the hand when you need it - so when player is reloading. This way you can save a lot of time because you don't have to animate magazine and hand separately, which is awfully
The result of these tests is G-43's animation. I didn't like the original CoD2 G-43. Not only it was historically incorrect but also ugly (both animation and model). I decided to make it nice and correct. Enjoy the (already presented) Back2Fronts G-43 model with brand new animation and sounds! Coming in pre-alpha!

When I put stuff stated above into a test, I decided to capture some frames of it so you can see as well :-)
This video shows pre-alpha Back2Fronts bot MP test. I needed to test out new stuff such as G-43's and SVT-40's animation plus sounds so I captured it to show something from it. Note that the MP-44 still uses the original CoD2 animation schemes (yes a bit adjusted, but anyway). I had no time for making a new animation so far...
User's interface update
The Back2Fronts menu is undergoing quite heavy development. I must say that it is a true teamwork there. I am cooperating on it with our team's head scripter - Tomalla and our history seeker - Vassili_Tzaitsev who helped me with image searching. Thank you guys for your time!
